Want to lower the number of kids on CHIPs? Don't print enough applications:

I'm beginning to think the reason Republicans hate government is because they are so thunderingly bad at it.

Local hero Eliot Shapleigh, the good-guy senator from El Paso, offered his voice of outrage to the growing chorus by pointing out a flaw in the restoration of budget cuts to CHIP and Children's Medicaid: The Health and Human Services Commission didn't print enough applications. So there might be money for health care for the kids, but there's no way to apply for it.

First of all, classic line. Secondly, outrageous.

In related news, when Kinky Friedman was asked about the problem he said, "Chips? You gotta apply to eat Frito's now?"
